Initial commit to lift test folder src/.../tests/jaxrs/spec from jakartaee-tck

- move src/com/sun/ts/tests/jaxrs/spec to jaxrs-tck/src/main/java/jakarta/ws/rs/tck/spec
- move the corresponding web.xml.template & beans.xml to jaxrs-tck/src/main/resources/jakarta/ws/rs/tck/spec/resource
- delete the build.xml files
